Expressions of Interest for the Operation of Summer Day Camp

The Town of Stratford is seeking Expressions of Interest (EOI) from qualified organizations or individuals to provide a Summer Day Camp, to be located at Stratford Town Centre, 234 Shakespeare Drive, Stratford, PE, C1B 2V8.

Proposals will be accepted until 3:00 p.m. local time, February 23, 2024, by email to [email protected] or in paper format.

All questions regarding this Expression of Interest must be made in writing and received no later than 4:00pm on February 21, 2024 to Jeremy Pierce at [email protected].

The Town will consider and compare technical and price qualifications in evaluating proposals. EOI proposals will be compared for relevant experience and documented ability to deliver various positive experiences to campers. The final selection will not solely be based on the lowest bid but on the best-proposed camper experience.

The EOI is for a qualified, experienced individual or firm to organize and operate a summer day camp on weekdays for the entirety of the summer of 2024. The program will be located at Stratford Town Centre. The Town of Stratford shall provide the stage from 7:30 am to 5:30 pm and the gymnasium from 7:30 to 11:30am daily as part of the facility requirements. Proposals must contain the following information:

  • Company Overview/Background and years of experience
  • Ages for the eligible campers
  • Management staff qualifications, education, and experience
  • A commitment to provide one complimentary summer camp to a disadvantaged Stratford child
  • Tentative plan of activities
  • Tentative safety plan – related to drop off/ pick up process and general camper safety
  • Staffing plan
  • Insurance Certificates – Upon award in amounts acceptable naming the Town, Council, and employees as additionally insured
  • References from other relevant organizations

After award the Town and the successful proponent will execute a contract. The initial contract term is for one (1) year but may be extended at the Town’s option for up to two (2) additional years in one-year increments. Town staff will review all submitted proposals to determine the proposals that best meet the requirements of this EOI and the evaluation criteria including:

  • Pricing range
  • Daily Program of activities
  • Staff Qualifications and Relevant Experience
  • Safety Plan
  • References

The Town of Stratford reserves the right to waive any informality in and to reject any or all proposals.

The Town of Stratford has recognized that an incorrect closing date was published in error. The correct deadline for proposals to be accepted is Wednesday, February 7, 2024 at 3pm AST.
