The following items were discussed at the regular monthly meeting of the Stratford Town Council held on Wednesday, June 12, 2024.
Special Presentation
A special presentations was held early in the council agenda to recognize the 2024 winners of the ‘Water’s Cool’ Water School who will be featured in the upcoming calendar. The grade five students who have their artwork included are as follows:

Bylaw Exemption Approved
A resolution was approved for a Noise and Nuisance Bylaw exemption for a family wedding to take place on August 10, 2024 at a residence on Mullaghmore Drive.
Reserve Funds
Council approved the creation of three reserve funds:• Town Hall Capital Reserve – To allocate $50,000 per year for capital repairs to Stratford Town Centre• Housing Accelerator Fund Reserve – To set aside the funds provided through the Housing Accelerator Fund until used• Future Community Infrastructure Growth Reserve – To allocate surplus revenue over the next 3 years for future projects in the Town of Stratford
Utility Loan Renewal
A resolution was approved for a loan with a remaining balance of $506,000 and with an amortization of 10 years remaining to be awarded to TD Bank for a 5 year fixed term at a rate of 4.792%.
Accessory Building Approved
Council approved a resolution permitting an accessory building, a storage shed, to be located within the flanking yard of PID #1090414 subject to the submitted plans.
Non-Conforming Lot Size
Power Holdings, on behalf of their client, received approval by resolution to increase the lot size of a non-conforming lot located at PID #328625 in accordance with a preliminary plan showing the proposed consolidation of lot 2024-1 & lot 2024-2.
Hydrant Supply & Installation
Following a tender process, a total of 11 hydrants will be installed in the core area, an increased scope of three additional hydrants negotiated with the lower bidder and remaining within the budget allotted for the project, was awarded to Island Coastal Services Ltd. in the amount of $299,164.76 (HST excluded).
Solar Arrays Design and Build Services
Project work for the design and installation of solar arrays at Stratford Emergency Services Centre (SESC) and the Town’s maintenance building was awarded to Hansen Solar Energy Ltd. in the amount of $307,013.20 (HST excluded).
Committee Member Appointments
Two committee members were appointed to the Town’s Heritage Sub-Committee for the two-year term ending on November 30, 2024. This appointment will fill vacancies on this committee. The appointed residents are Alexandra Boyd and Andrew Doyle.
ProclamationMayor Ogden signed a proclamation to recognize June as National Indigenous History Month as well as June 21st as National Indigenous Peoples Day and June 30th as Indigenous Survivors Day. This month, and all year long, residents are encouraged to learn more of our Canadian history and to reflect on where we are today and continue to work towards meaningful reconciliation for the future.
