The composition, terms of reference and sub-committees of the Safety Services & Environment Committee shall be as follows:
Composition
- a chair who shall be a member of Council;
- a vice-chair who shall be a member of Council;
- up to two (2) additional members who shall be members of Council; and
- at least three (3) but not more than five (5) “at large" members who shall not be members of Council but who shall be residents of the Town.
Terms of Reference
General
- to recommend appointments to represent the Town on boards, corporation and organizations supplying or monitoring safety services to the Town;
- to oversee the administration of the Committee budget after approval is given by Council;
- to establish and monitor relations with all organizations, firms, agencies providing safety services to the Town, including Police, Fire, Emergency Measures, Animal Control, Street Lighting, Garbage Collection and related or supplementary services;
- to make recommendations regarding levels of service, policies and programs related to safety services in the Town;
- to develop plans for services in the Town;
- to co-ordinate the development of a budget for the Safety Services & Environment Committee;
Fire Protection
- to make recommendations for programs and policies for fire prevention, safety and inspection;
- to make recommendations regarding the operation of the Fire Department;
- make recommendations for appointing members to the Cross Roads Rural Community Fire Company;
- to make recommendations for the acquisition of fire fighting equipment, facilities and resources;
- to carry out the requirements of the Fire Prevention Bylaw;
Police Protection
- to make recommendations for policies and programs related to public safety and crime prevention;
- to make recommendations regarding needs for police facilities and equipment;
- Solid Waste Management
- to make recommendations regarding Waste Management Programs and to monitor and report on programs as implemented by Council;
- to supervise garbage removal excluding contracted service;
- to be responsible for the development and maintenance of a recycling program;
Animal Control
- to make recommendations regarding Animal Control Programs and to monitor and report on programs as implemented by Town Council;
- to supervise animal control service;
- to make recommendations on policies, by-laws and regulations for animal control;
Street Lighting
- to maintain and improve street lighting where necessary;
Public Safety
- to make recommendations for policies, bylaws, regulations and programs regarding public safety;
- to monitor the development and implementation of public safety programs;
Emergency Measures
- to act in a liaison capacity between Council and the Stratford Municipal Emergency Measures Organization;
- to make regulations to accommodate emergencies or special conditions affecting vehicular traffic and parking;
Environment
- to make recommendations for the protection of the environment and to monitor the development and implementation of environmental programs;
- to make recommendations for the establishment and maintenance of the Environmental Advisory Committee and appointment of its members;
- to act in a liaison capacity between Council and organizations involved with the environment;
