The composition, terms of reference and sub-committees for the Finance and Administration Committee shall be as follows:

Composition

  • a chair who shall be a member of Council;
  • a vice-chair who shall be a member of Council;
  • up to two (2) additional members who shall be members of  Council; and
  • at least three (3) but not more than five (5) “at large" members who shall not be members of Council but who shall be residents of the Town.


Terms of Reference
Budget

  • to coordinate the development of the operating and capital budgets for the Town     and all Standing Committees, Special Committees, Corporations, Boards, and Commissions;
  • to monitor the expenditures of Town, Utilities, Standing Committees, Special Committees, Corporations, Boards and Commissions and make periodic reports to Council;

Bylaws, Legislation & Policies

  •  to conduct periodic reviews of bylaws and legislation and make recommendations for revisions, deletions and additions;
  •  to monitor the process for the review, development, revision and rescinding of by-laws;
  •  to develop and monitor the maintenance of a Bylaw Registry;
  •  to make recommendations for changes to the Charlottetown Area Municipalities Act;
  •  to monitor and enforce Municipal bylaws and policies;

Taxation

  •  to recommend rates for taxation;


 Audit

  •  to make recommendations regarding appointment of auditors for the Town, Utilities, Corporations, Boards and Commissions;
  •  to act as the audit committee;

Financing and Banking

  • to make recommendations regarding financing for capital projects; and
  •  to recommend to Council the appointment of a financial institution as the Town banker and to make financial arrangements with the financial institution.
